If you're browsing a board, you can create a new thread with it. If you're reading a thread, it's a reply form.

Yeah, but what was that 'file' part that didnt let me post? D:

You either need to upload an image when making a new thread or click the No File checkbox next to the upload field.
You have to upload an image in /ps/ though (allowing no-image OPs wouldn't make sense)

I'll make RedStar's avatar the You Are Banned picture when I'm not as lazy.

getting banned will be the quickest way to a .gif avatar!
